These icons were symbols of Roma's might. The spear represented the strength of the Roman army and the phalanx. The shield also representing this might, but also giving a sense that under Roman rule, one was safe. The victory of course representing its namesake in the victories over Rome's enemies.

It is clear that the Romans thought their empire would last for eternity. Of course we today know that the Roman empire did not last for eternity, and that what remains is only a small shadow of its former glory. All is not lost, however.
